@Gemma Wiseman: I think it is for lifeguards, but I've never seen anyone in it ever.

Interesting Building. Bring your Ladder. I can just see the life guards turning up and forgetting to bring it.
Second thoughts, I think it is used as a look out for Yacht racing

@Ronnie 2¢: I think Phil has it right, it is used as a lookout for the many boat races that happen off the beach.
